Faisal Town Phase 2 is a new project. Development work started on the ground in 2023, newer than Capital Smart City, where development began in 2018. This five-year difference is noticeable, as Capital Smart City has had more time to develop its roads, utilities, and different sectors.
However, this does not mean that Faisal Town Phase 2 has made little progress. The developer, Zedem International, is working on several areas at the same time instead of completing one sector before moving to another. Location is a major factor in Sector O’s prioritization. Placed right by the Thalian Interchange on the M-2 Motorway, close to the starting point of the Rawalpindi Ring Road, and near the Central Business District.
Overseas Enclave
The Overseas Enclave, planned for overseas Pakistani buyers, has also made steady progress. Basic infrastructure work is underway, and the sector follows a quarterly installment plan that makes payments easier for overseas investors. It is not as developed as Sector O yet, but work is clearly moving forward, with road cutting, plot boundary work, and utility installation in progress.
Sectors P, M, Q, R
Sectors P, M, Q, and R are still mostly on paper for Faisal Town Phase 2. These blocks are in earlier stages of reservation and development, with construction activity more limited than in Sector O.
What these sectors offer instead is a lower price. Entry costs are usually much lower, which is a common trade-off in developing projects. Buyers can either purchase early in a less-developed sector and wait for development or pay more for a plot in a block that is already well developed. For investors, buying early can offer greater potential for price growth. As roads, utilities, and nearby sectors develop, property values may increase. The master plan itself hasn’t stayed static since launch. It’s gone through multiple revisions, and the developer has continued adding new blocks as the project has grown; the model block’s own expansion and the more recent launch of additional residential sectors are examples of this. For buyers tracking the project, it’s worth checking the current master plan rather than relying on an older version, since sector boundaries and block names have shifted more than once.
What’s Still Pending
The main issue to consider is the NOC. As of 2026, Faisal Town Phase 2 has not yet received its No Objection Certificate from the Rawalpindi Development Authority (RDA), although the developer has reportedly submitted the required documents and layout plans. Development work is already taking place, but it is progressing before formal approval has been granted. This is an important point for buyers to understand before investing.
For now, property prices are generally at pre-NOC levels, and prices may increase if the project receives approval. Since the NOC status can change, buyers should verify it directly with the RDA instead of relying only on claims from agents or other sources.
